I'm not sure where you got this idea, but it's certainly not true. Anyone who wants to learn can learn - it makes absolutely no difference how much money they have! Money doesn't help you to learn, although having money can get you into fancier schools and buy you stuff like computers. All you need in order to learn is the willingness to study.
