The 22nd amendment limits the president to two terms. Before FDR, there was a precedent set by Washington to serve only two terms, so there was no impelling reason to pass a term-limit amendment. FDR proved that such an amendment was necessary.

Before Franklin Roosevelt , US presidents and nominating conventions honored George Washington's precedent of refusing to try for a third term, so such an amendment did not seem necessary. After Roosevelt sought a third term and even a fourth term, a move began to set term limits for the presidency.

While there was never anything formal in the Constitution about how long a president could serve, it was a custom (started by George Washington) that presidents did not serve more than two terms. That changed in the early 1930s when Franklin D. Roosevelt became president. He was re-elected in 1936 and then, as war loomed on the horizon, he was re-elected yet again. And he was elected for an unprecedented fourth term, undoubtedly because a majority of the country wanted a stable leader rather than political change.

The problem was that FDR was seriously ill, a fact few people knew. He died in 1945 in the midst of that fourth term, and his sudden death was very traumatic to the nation. A movement to change the Constitution began in Congress; members from both parties were concerned about any one person, however popular, staying in office for too long and becoming like a king. The end result was the passage of the 22nd amendment, which said no president could ever serve more than two consecutive terms. It went into effect in 1951.
