You have to be consistent. I am assuming that the bird is weaned. You should teach the bird the "up" command which is where you encourage the bird to get on your finger. Once it starts doing that of it's own free will, which will take patience, you have a start. The bird needs to know that you're the 'boss', by gently reprimanding it with a firm "no" when it misbehaves. Cockatoos love to cuddle and to be held and as tempting as it is to do so, DON'T DO IT! Love it up for shot periods of time and put it back in it's cage, or it will expect it all of the time and become very loud and demanding as in SPOILED. The bird should also have some time out of it's cage to play like on a T- Stand. You want it to learn to stay on the stand. If it flys off, put it back on it's stand, firmly, but gently until it understands that it is to stay put. Also, don't let it get on your shoulder as you are inviting injury to your face and head. A bite on the hand can cause injury, but one on the face is far worse. There are many books that offer info on Cockatoos. One of them might be helpful also.
