By emerging as the final victor in the civil wars which brought down the Roman Republic he used his power to establish his personal absolute rule and become the first Roman emperor. By establishing tight control over Roman politics and the Roman state, Augustus was able to create a strong central government which was capable of controlling the provinces of the empire and their governors, who had previously been unruly. This stated the 200-year period of the tax Romans, a period of relative political stability in the empire.
Augustus promoted trade though low taxation and by promoting infrastructural projects which facilitated it; the construction or roads, bridges, ports, aqueducts, dams and the like. The trading networks in the empire and beyond thrived. Augustus promoted or sponsored important public works in Rome and said on his deathbed "I found Rome a city of bricks and I have left it a city of marble."
