The first way you couldn't change your emblem was if you are lower than level 10. You cannot change your emblem until level 10 or higher. The 2nd way is if there is something wrong with your game, I haven't heard of anyone unable to change their emblem, but if so, you might as well get a new Black Ops.

∙ 12y agoUnfortunately, you can't change your emblem like in Modern Warfare 2. The emblem changes when you level up to a new rank such as Sgt. or Captain.
