"Ani ohave otecha" is a word for word translation. Saying just "Ohave otecha" means exactly the same thing, and it isn't as informal as the English "love you" because the "Ani" is really redundant and implied by the conjugation of the verb. If you want to sound biblical (like saying "I love thee" in English) you could say "Ani ohave et otecha" -- in biblical Hebrew, the particle "et" means that the following word is the direct object of the verb.
