When it comes to total call volume i believe the FDNY has the highest amount of calls. But a large amount of these calls are medical roughly 700,000 of the 1,000,000 alarms. In Detroit the fire department responds to roughly 500,000 fire calls not medical calls 200,000 more then FDNY also they respond to I believe it was almost 200,000-300,000 more structure fires a year over FDNY. Yet some how they have a much smaller budget, equipment that should be out of service and fewer firefighters.

That's the average # of calls each firefighter goes on. Miami is an extremely busy department with a lean amount of firefighters and paramedics. The City of Miami (NOT Miami Dade county) is consistently the busiest department in the nation in calls per firefighter.
