Depends on what kind of food is being stored. There is a huge difference in how much chicken or how many grains of pepper will fill 4 cups.
1 cup
that means pressing it down so more fits in
As an approximation, my 40lb bag of dry Eukanuba large breed puppy food fits pretty well in a 45 quart container. 45quarts * 4 cup / 1 quart = 180 cups. 180 cups * 16 lb / 40 lb = 72 cups. This is just an approximation based on how the large nugget food fits in my container. If you have a scale that reads ounces you could put cups on it until it reads 16oz and multiply by lbs in a bag.
1 cup of food
If you have a container that hold 5 cups and another that holds 3 cups, you can get 4 cups by filling the 5 cup container full, and then using it to fill the 3 cup container. This will leave 2 cups in the 5 cups container. Empty the 3 cup container, and then pour the remaining 2 cups into it. Refill the 5 cup container, and then pour 1 cup out of it, filling the 3 cup container. This will leave you with 4 cups in the 5 cup container.

It depends on what substance it is. Grams is a a mass of something, a 'weight'. A cup is a volume that fits in a space.
