Nero did not hurt Rome and its citizens. Nero zeroed in on the upper class with his accusations. He was very popular with the average citizen. The ancient writers, all aristocrats, focus mostly on his personal life and his so-called vices, but even they have to admit to the good that Nero did for Rome.
