My best guess is that to become a mutant you first have to get exposed to radiation, or go to a facility which has different blood samples or DNA to inject on you and then you will start mutating, or you can just use yourself as an experiment for scientists, or last choice get yourself contaminated by chemicals that have been "accidentally" spilled.
