The filament in the bulb (the thin tungsten wire inside) is heated with electricity and then it lights up. That is how incandescent bulbs work. (the old kind) CFL's (Compact Fluorescent Lights) work by a gas (possibly argon) is electrically charged and then the atoms give off light.

A light bulb works by using energy to heat the metal piece in the middle to produce light. They are also filled with gas that increases the effects.

When the tail light and break light are on the same bulb said bulb has 2 elements, one for the break and the other for the tail light, one element is burned out. Replace the bulb. If you've replaced the bulb, it might be the wiring. The holder for the bulb sometimes is at fault. They are $40.00 at the dealer, but at a pick a part or salvage yard they are $2.00.

I have seen it both ways. Usually it is the bulb which is a few bucks. The ballast will cost more and could cost $15-$30 bucks depending on type. If you have another bulb that is working, swap it with the flicker light and see if the problem goes away.
