The only Empire to meet both criteria was the British Empire. Others have had accurate calendars; even the Egyptians had that. But astronomy more advanced than "Look at the patterns of the pretty lights in the sky" was never attained until the invention of the telescope in 1608. Note: The Maya Empire, in Central America, developed very accurate calendars, but I wouldn't say that their general astronomy was advanced. That may be the answer required.
