In problem questions you will be dealing with hypothatica scenarious. Usually you will not have all the facts that could enable you to draw a precise or perhips correct conclusion. In fact your knowledge of that particular area and your awareness of the relevant authorities are being tested. As long as you have identified the issues and have provided your answers applying the legal principles to facts, there is no right or wrong conclusion. Just make sure you read the question carefully, identify the issues and apply the relevant authorities to the facts. Dont worry if your conclusion might be different to the that of the examiner's.
There wouldn't be much cases when a dog is given a life jacket, as a human is first priority. Dogs can drown, though, so yeah they'd probably need a life jacket in the worse case scenario and there's one to spare. The dog would still try to be saved after the humans, however. All dogs, irrespective of whether they can swim or not need dog life jackets whenever near or in water. It is unfortunately a sad fact that too many dogs drown which could be prevented by simply provided them with a dog life jacket. The reasons they drown are too numerous to go into here but the links I have left give all the scenarious, why and where fors.

They are relatively safe. (The NHS or your local health authority would not fund transplants if they were very unsafe - i.e had bad outcomes. Transplants are quite expensive, but most hospitals/health authorities consider the cost "worth it"- i.e they will fund the operation. This indicates that transplants are not 'high risk'- i.e risk does not outweigh the cost). Obviously, as with any medical procedure, there are some risks attached.
