There was an appetite among Western European states to form a union of sorts and things were tense between France and Germany following WWII. French Foreign Minister Robert Schuman proposed the Schuman plan, which would pave the way for the formation of the Economic Coal and Steel Community in 1951. Initially it was to be a deal between France and Germany that all other Western European states could join if they wished but only Luxembourg, Belgium, Italy, and the Netherlands joined. Countries were willing to give up soveriegnty to join because it would strengthen their economies.

After World War II, European nations sought to foster economic cooperation and prevent further conflict, leading to the establishment of the European Coal and Steel Community in 1951 and the Treaty of Rome in 1957, which created the European Economic Community (EEC). Over the decades, the EEC expanded, evolving into the European Union (EU) with the Maastricht Treaty in 1993, which introduced a common currency and deeper political integration. The EU has since grown to include 27 member states, facing challenges such as economic crises, migration issues, and Brexit. Today, it continues to play a significant role in global affairs, promoting economic stability and political cooperation among its members.

Not sure if this will answer your question, but I'll give it a shot. It's less about the fact that is is coal and more about the fact that coal gives off heat. When coal was first being used as a heat source, it was cheaper than wood and there was a lot of it. So really the origin of the energy is in the heat that the coal generates when on fire and less about the coal itself.
