Not every government has the same powers as the United States. Many are dictatorships or have kings and these do not share power.

England developed a feudal system because it offered protection from invaders such as the Vikings and the Normans. Men pledged themselves as warriors and workers to men of a higher status, who would in turn give them a share of land and protect them from Viking and Norman (and other foreign) raids, as they would live inside the knight lord's (or some other esteemed title) compound, usually on a hill and/or with other kinds of defense.
