No it can't because the formation is not the same as the others but it can be linked to block mountains and formed as a volcanoes. But others say it is possiable for it to happen and many say it can't but scientist say that some people discovered that their theory is acatuall right and the others are stupid

Generally yes. Earthquakes and mountains (as well as volcanoes) are caused by the same natural phenomenon, plate tectonics. The earthquakes are caused by the shifting of the plates. Mountains occur when two equally strong plates collide, forcing the rock and earth upward. Volcanoes are caused when a less thick plate is forced beneath a more powerful one, and the prior melts from the heat of the earth, creating magma.
