The rock face along the coastline becomes eroded by waves continually washing against them. In the rock face, there are horizontal layers of harder and softer rock. As can be imagined, the softer, less resistant rock gets eroded more quickly than the harder, more resistant rock. A wave-cut headland is formed where the rock is more resistant and so sticks out further than the softer rock does. The softer rocks continue to get eroded, retreating further and further backwards - further back than the headlands forming a bay.
Harbors form when there is land movement due to volcanic or glacial action and there is a sea level change. The land mass movements leave a deep water mass that is surrounded by land on either side.

Sort of, in that a bay, cove, headland-lee or estuary that has become a harbour is indeed a landform generated by erosion; but that is not a definition of "harbour".
A harbour is an area of sheltered water useable as a safe anchorage by vessels, and often modified by Man at least in part to provide docks etc. The world's largest natural example purely by shoreline is Sydney Harbour (Australia) followed by Poole Harbour (UK) - but only a fraction of the area of many such such havens is actually useable by ships, and then only with artificial wharves, piers etc.
The presence of a natural inlet or harbour suggests that there is a rock type present that is less resistant to weathering and erosion than the surrounding material and as such will be worn away more quickly than the surrounding more resistant rocks. An example might be shales or mudstones (which are more easily weathered) surrounded by sandstones. These features may also mark a place where the rock has been weakened for example due to the presence of faulting.
However if you are referring to the rocks used by man to build harbour etc. then usually very resistant rocks are used such as granite (when it is used for this purpose it is known as armour stone).
