Breeds are determined similar to humans. You say what you are based upon your heirtage. It is the same with horses. If a horse is half Mustang and half Quarter Horse, then it's a Quarter Horse Mustang cross. If enough of a cross happen, then it becomes it's own breed. For example, the Morab is a cross between a Morgan and an Arabian. Since so many people did this same cross repeatedly and bred other crosses together, the Morab became an official breed recongnized by registries.

The case was no the same for the Palomino in it's beginning though. Back when there wasn't an actual breed, you went a registired your horse is whatever you thought they fit it without looking at it's heritage. Many horses of different sizes and shapes became Palominos. This happened with lots of breeds. But today, we do look at the heritage. If an Appaloosa is born with out spots, it is a Quarter Horse? No. It's an Appaloosa. You look at the heritage.

On howrse, it is random.

The more common the coat is for the foal's breed, the more chance of that coat. The more uncommon, the lower the chance.
