voted by the Legislative Council, which consist of 30 functional constituency seats (before 2012) or 35 seats (after 2012) and 30 geographical constituency seats (before 2012) and 35 seats (after 2012)

if it is suggested by government officials on creating a law, it is voted in the LegCo. if there is a half of 'yes' from the councilors (i.e. 30 votes before 2012), it will be signed by the Chief Executive and then it is passed. if it is an amendment of a previous law, 2/3 of votes are needed.

if it is suggested by councilors, a separate voting is needed. half of the functional constituency and half of the geog. constituency is needed in order for that not to be dismissed. after that, it is voted again - this time by the whole LegCo. from here inwards it is the same as those suggested by gov officials
