Lotteries are a just one from out of many forms of gambling. The primary purpose of lottery is to fund public works in the respective country. Lottery is highly regulated activity. In must countries it is government which runs the lottery. In many countries private players are allowed but they have to meet stringent government guidelines and has to pay high taxes. It is the public who play lottery by purchasing lottery tickets through different ways. Since winners are selected in random only insignificant number of players win the prizes. Again the winners are subjected to taxes, the percentage of which vary among countries.
