The word "cosmetic" means something that enhances your physical appearance. I can't think of any reason to dye your hair that isn't just to look better, so yes, it's cosmetic.

Henna is a dye plant used since ancient times. Mehndi patterns became popular in North America and Europe in the mid 1990's where they are associated with tattoos.
