Nuclear reactors are controlled by changing the geometry of the fuel rods to slow down the reaction, dropping them into moderators, or removing them from the hot part of the reactor.

The old phrase (from my day) was "ax the mandrel, she's running HOT!" meaning drop all the fuel rods into the moderator structure.
