As far as I know, no owl has feathers on their feet, owls do have hairy feet, some much more hairy than others, these hairs or filoplumes serve two purposes, to insulate or keep the owls feet warm, but also to assist the owl to feel its prey once caught.

Owl talons, unlike the talons of many Birds of Prey, often have feathers on them to alert the bird that it has made contact with prey if the owl is a nocturnal hunter. Owls also have shorter, stronger bones in their talons to allow them to effectively subdue, kill and then consume larger prey than some other bird of prey species. When perched, most diurnal birds of prey have three toes pointed forward while one points backward. Owls differ from this in that two of their toes point forward while two of their toes point backward when they are perched.
