A boundary is basically a polyline. "Boundary" entities do not exist per se.

A REGION is a 3D solid of "zero" thickness.

Boundaries are useful for hatching, and are often used in 2D drafting. You can create a boundary polyline for your hatch by picking an internal point.

Regions can be created from a polyline. Regions have many applications but are rarerly used in 2D drafting, except for calculating complex areas, etc. They can be shaded. They can include true elliptical segments, unlike polylines. This is useful for extruding, because it generates a "cleaner" solid.
