Labor is another critical resource and the availability of a compatible workforce can be important in determining where to establish sites of production. Finally, all industrial production requires reliable access to natural resources. Factories require energy, production requires raw or semi-finished materials as well as the infrastructure to ensure the timely delivery of materials. In the more abstract sense, political and economic stability are also necessary "resources" required for industrialization. Political structures must ensure the social stability, public investment and infrastructure maintenance needed to establish and reinforce the various means of production. Likewise, economic stability ensures that markets function properly in the distribution and valuation of both raw materials and finished products.
