honestly there are several ways to answer this question. most sharks caught in US waters are caught on rod n reel, same w/ rays. there are a few caught in the nets due to commercial fishing but they are typically released because they're not what they're fishing for. I've caught ray's on bait shrimp, live or dead. I've caught sharks ranging in all sizes on any kind of natural bait (cut bait, or whole bait depending on the size of fish you're trying to catch)
