So carbon monoxide will rob the tissue, specially brain of very essential oxygen, killing the same instantly. So it is one of the most poisonous gas like phosgene. In case of chlorine, you have a chlorine gas with a chlorine atom searching for electron to satisfy the octet. It will rob other molecules of electron and form the chloride of almost any organic tissue. That is why it is also very harmful. But then you have to accept the very little free chlorine in chlorinated water at the cost of benefits, it extends to save you from so many diseases at very low cost.
