I am assuming you mean in Suzanne Collins' 'Hunger Games' series. The career tributes trained for the Games for their whole lives, and learnt how to handle weaponry and self defense items (e.g shields) from a very young age. They have always been well fed and are in peak physical form. The other tributes are generally from poorer districts so they may be slightly (or significantly, depending on their district and their status within the district) malnourished. They will not have learnt how to handle weapons solely for the purpose of the Games, if they are able to use one fluently then that is pure coincidence.
Most importantly, from Katniss' viewpoint, the career tributes, having always had enough to eat, do not know how to go hungry. Regular tributes almost always do, therefore they are able to survive for longer on less.
Career tributes in "The Hunger Games" are usually trained from a young age in combat and survival skills, making them more physically fit and experienced in the arena compared to the other tributes. They come from districts with a legacy of winning and are often more ruthless in their pursuit of victory. This sets them apart as more formidable opponents in the Games.

Gloss was a Career tribute from District 1. The strategy that is shown used by him was to team up with other Career tributes, excluding District 4 tributes, to hunt down the weak. Those he teamed up with were Cashmere, who was his sister, Brutus, and Enobaria. The tributes from District 4 teamed up with Katniss and Peeta.
Career tributes are tributes from Districts 1 and 2 (and 4 in the book, but not in the movie) They have trained for the games their whole lives, even though it is illegal, however they are favoured by the Capitol and so are not punished. The fact they have trained gives them the upper hand and so they usually win. They wait until they are 17 or 18 and then volunteer at the Reapings as they have a very high chance of winning the games. They are a threat to the other, less well-off tributes as they have skills that they have perfected over many years.
There is no camp for the Careers. They band together and move around the arena.
