Scientists created a scalar called the index of refraction for materials that refract light such as glass and water. The index of refraction corresponds to how fast the wave travels in that medium. This is calculated with this formula. index of refraction = speed of light in vacumn/speed of light in medium. for instance water's index of refraction is aproximately 1.3333 so we can say that it travels 33% faster in air then in water.
