There is no real answer to that. You can measure best on a number of levels, like facilities, accessibility, places that flight go to and come from. If you want to fly to a particular country, then you have to go through whatever airports it has and you are not as worried about the quality. There are a huge amount of airports in Europe and there are always ones that are upgrading their facilities and making other changes. Nobody has been in enough of the airports to be really able to compare them. So it is really a question that is impossible to answer.
