The Congressional Apportionment Procedure :

  1. Make sure you have every state's most recent census population.
  2. Assign one seat to every state.
  3. For every state, calculate its population divided by the square root of the product of the number of seats assigned to it so far times one more than that number. So right after one is assigned to every state, you will divide every state's population by the square root of 2. We'll call the qutient n.
  4. Sort the list of states according to n from highest to lowest.
  5. Assign another seat to the state at the top of the list.
  6. Recalculate n for that state.
  7. Re-sort the list so that the state that got the most recent seat assignment is put in order according to its new n value.
  8. Repeat steps 5 through 7 until the total number of seats (currently 435) are assigned.
