He was the Prime Minister for a while and he ran for Prasident back in 2003 when Vaclav Havel's second term ended and he couldn't be elected again. Back then the President was elected by members of the Parliament and he lost. 10 Years later after the man who won back then also ended his second term, he decided to run for president again. This time however he was elected directly by all citizens.

They elected their own President (Jeffereson Davis), and drafted their own Constitution. Today, they are obviously back in the Union, and have restarted their local and state governments.
Andrew Johnson succeeded Lincoln and was a Democrat, but he wasn't elected. It wasn't until Grover Cleveland was elected in 1884 that a Democrat was elected President. I think that back then the winner of the election was named President and the loser of the election became Vice President.
