Values are one factor contributing to how culture is perceived. Following the widely used Iceberg Model of Culture (Selfdridge and Sokolik, 1975; Schein, 1985), values are the deep culture, on the invisible level, hence, not clearly visible to others that are not part of that group and that constitute a particular culture.
Values define guidelines that human beings - individually and/or collectively - hold about what they consider i.e. desirable, good/bad, beautiful/ugly, compliant with their group's orientation.
Human beings learn their values in the en- and acculturation process that they pass throught their life, and, thus, are able to formulate their beliefs that guide their activites and judgement.
Values surface when conftronted with another value system, hence when one culture meets another one.
