Nowadays, A whaling feet is operated by a 'research' company/organsiation and they are funded by the Local Government i.e. The Japanese government would finance their 'scientific' research organisation to kill whales for 'scientific' research. The money would be used for stuff like fuel, food, water, harpoon guns and shells, defensive/offensive weapons and crew member's salaries.
