hes at mt.silver hes got level 73s-81s on gold i don't know about silver i beated him on gold with 1000 full restores no cheats and 40 revives no cheats in my party i had frealigatr lv 58 ho-oh lv59 togetic lv 19 chinchou lv 20 lugia lv 71 shiny gyarados lv 30 and i won on my second go then the credits come up and he disappears and he gos to a random place and I'm trying to see if you can see him again so i recon that's the best starter.(todidle.)try my other answers like Pokemon gold how do you catch ho-oh please try. .............the end...........

And take a Ground Type for his Pikachu. Something with good HP and Spec. Def and Defense.
