Each breed of dog at a dog show has a "Standard" to meet, such as height, correct conformation, bite, tail set, length of back, correct angulation, way of going or movement and the list goes on & on. So height would be according to the standard of the specific breed of the dog and the sex of the dog.

An example would be for Bullmastiffs, females 24"-25" tall (measured at the top of the shoulders) and males 25"-26" tall. This is just one example. A chihuahua would be very different in its requirements for the standard set for its breed.
