Your body decides when to grow breasts through your hormones. When your body is ready hormones are released and you begin puberty. By the way, wearing a bra isn't all that it seems. If you have a large breast the bra you need to wear is not very comfortable and leaves red marks on your skin, dents in your shoulders, and it is under-wire to hold them up. So, don't be so anxious to start wearing a bra. A bra doesn't a woman make. All it is an article of clothing, but "who" a woman/girl is is more important.
