it depends on how big it is if it is a goldfish or beta it can be in a bowl.If it is one of those big tiger fish or aqarium fish then put it in a big tank. A fish will grow to the size of the tank or bowl. For instance, say a goldfish is in a tank, it will not grow as big as the tank; however it will grow big enough to be able to swim in their environment. The fish will not overgrow the tank. I had a six inch goldfish in a thirty gallon tank.

That all depends on how big the fish are. The rule is "1 inch of fish needs a minimum of 1 gallon of water". The tank could easilly be overcrowded if it is stocked with large cichlids and understocked (if there is such a thing) if the fish are Neon Tetras.

Yes as long as your tank is big enough for them and you have a filter and heater in it. Neons are schooling fish so you need at least three of them for them to be healthy. I believe that neons get to be two inches and the rule of thumb is one gallon for every inch of fish for tropical fish. Which means you would need at least a six gallon tank in order to have neons but a ten gallon tank is ideal.
