Lots of people say rabbits can be kept in the same cage as guinea pigs but it's very dangerous and should never happen. Even if your rabbit is friendly or just a bunny the guinea pig will get bullied. This will also lead to lack of the space and the guinea pig may be stepped on or crowded in the cage. Rabbits need a bigger cage, a bigger run and different medicine and vaccinations which affects the guinea pigs well being. If you are looking for a partner for your piggy try another lonely female or a neutered male. But guinea pigs should always be kept with another guinea pig and no rabbits!

If your English lop is a male and the nether land dwarf is a female then the lop might try to mount the female nether land and squash (kill) it. Its better to buy a smaller cage for the dwarf and keep them in separate cages since dwarfs don't need a lot of room.

The HRS recommends a cage at least 4 times the size of your rabbit stretched out. However, the size you listed seems to be adequate for a dwarf breed (~2-3lbs) as housing. Remember that rabbits still need to exercise outside of their cage every day to keep them healthy.
Look up NIC cages. A three store cage should only cost you about 80 bucks in materials. They need lots of room to run and hop to stay happy.
