The null and void part applies to you actually having to get married and the pastor signing it and registering it with the state within 90 days. If you had a wedding within 90 days of getting the license, both of you signed it, the officiant signed it, the witnessess signed it, and the officiant mailed it in where it was supposed to go, YOU"RE MARRIED! If you applied for the license but then never actually went through with it (no officiant, no mailing etc) you are still single.
