What pyramids and dead persons have to do with pollution or traffic is unclear. However, there are several major steps that Cairo and Alexandria could take to fix their pollution and traffic problems:

• Egypt needs a more effective public transport, especially in Cairo and Alexandria. The creation of such a system would help to ameliorate traffic concerns and result in less pollution.
• If Egypt built a more effective highway system and connecting neighborhoods more effectively, this would allow travel to be more expedient. Currently, the easiest way to move within a city is typically a boulevard, which get stopped up at every intersection.
• Egypt would have to switch to cleaner fuels. Coal burning and natural gas burning creates a lot of pollution in these cities.

As for poverty, Egypt needs a massive overhaul of its current welfare system (or lack thereof). The wealthy in Egypt have an absurd amount of all wealth in Egypt while the majority of the population is not well off. Using extra taxes on the upper class to combat high food costs and providing a meritocratic government in Egypt would certainly help move people out of poverty and help to build a middle class.
