well if you wish to slow a video down, add it to windows live movie maker, then click the edit tab that appears when you click on the video. then just reduce the speed to .5, .25, or .125

1st get your clip. Then go to Video effects (which is in the task bar) Then if u scroll through the effects you should see the slow down half button. Drag it to your clip and then you've used slow motion

Windows Movie Maker has many effects. Probably more than you would ever use in a project. I estimate the program having at least 15 to 20 effects to choose from. Mind you, I have never really counted them.
Look into the effects. You will find the Effect Slow, click and drag , onto the clip you want to be in slow-motion.
