If you downloaded them to your computer already- Open the launcher
Click downloads
Check the downloaded hair if there's no arrow pointing to a sims 3 icon on paper
Click install
You should be able to use those hairs in The Sims 3 create-a-sim
If you need to re-download them-
Search for the titles on the sims 3 exchange
If you find them click download like you did the first time
If you uploaded them to the Exchange-
Open the launcher
Click uploads
Check the hair you want to upload if they don't have an arrow pointing away from a sheet of paper
Click upload

Try downloading again or checking your downloads history or something.I dont know what its called by its something like downloads history at the sims3 exchange website and it'll tell you whether its been downloaded or anything.If its not downloaded there'll be a notification actually.If you dont have the notification then Im not sure.If its downloaded it should be at the sims3 start up.There should be a downloads folder and then you have to install the content into your game.Hope this had helped!
