As addressed, when returned, no forwarding address was given or the forwarding time limit (usually one year) has expired and the USPO will no longer forward the mail. If the letter has no return address, then it goes into the dead letter file, where eventually it might get opened in search of finding a return name/address inside the envelope.
I've read on other sites that you can write "No longer at this address" on the letter and it will be returned to the post office and usually, if the previous tenant left the post office a forwarding address, they will forward it on, otherwise it will be sent back to the sender.
You put your own address at the top. You do this so that way not only does the person you are sending the letter to know who it is, but also the postal service so they know who to send it back to if the receiver no longer is at that address.
