The other end of the cable is at the top of the transaxle under the hood. You can manually move it, but keep in mind that the car may start to go and hit something. Apply the parking brake AND have someone firmly depress the brake pedal if you're going to attempt this.

How much cable came out when broke? Cut the plastic cable back to the point where you can see the steel cable core and pull with vice grips to open. You can pull the cable around to handle easier.If it broke under the hood try to find the cable and do the same.
