Sometimes, you can't: there are some very famous authors who are so overwhelmed by fan-mail that they prefer not to respond, or they have their publicist send out a form letter thanking you for your comments. But there are other authors who do try to reach out to their public. Start by seeing if the author has a website, and if so, it should list some contact information. You can also try to reach the author through his or her publisher: often, the company that published the writer's books will pass along comments to the author. But as I said, don't be disappointed if you do not get a personal response... although I certainly hope you do.
