They can and in some cases they do.Many sports separate men's and women's events, because testosterone (which men have a lot more of than women) is an anabolic steroid: it produces extra muscle mass and strength and extra bone density and strength. So, all else being equal, men tend to be stronger than women (a woman who lifts weights can certainly be stronger than a man who doesn't, but if both of them work out to the same degree or neither of them work out at all, the man will probably be stronger). Men also tend to be taller than women, and that can be important in some sports (basketball being a good example).Before puberty, there's little difference in testosterone production, so combined sports at the elementary school level (kickball at recess, say) are more common; there's less inherent "unfairness" involved.
