Any physical action that you do can give you muscle. You don't necessarily need weights to gain muscle. Simple things like push ups can still give you muscle.
If you not sore after a workout, your not going to gain muscle. When you lift, what you are doing is making tiny rips in your muscle, your body recovers by building new muscle to avoid it again. So if your muscles arent sore, your not going to gain any muscle.

I don't think weight is the issue here. Say you have two girls who weight 60 kgs. One girl just starves herself and doesn't exercise to get to that weight and another girl eats healthy and works out. The second girl would be toned and fit, the other girl would have very little muscle. We all know when you gain muscle you gain weight (but in a good way). I mean, who would you rather have holding you up in one of the cheer poses, the scrawny girl or the fit toned girl. I know who I'd chose.
It really depends on the fitness of each. Most likely though, a guy will be better than a girl in sports because males are born with more muscles to develop than females. They also gain muscle just by sitting on the couch, while girls gain half of that working out for an hour. Hope this helps!
