Well I actually just turned 14 and I persuaded my parents to let me get my ears pierced on my 14th birthday! I just asked if I could have my ears pierced and they said "why?" and I said cause I like to wear jewelry and I think that I'm old enough and responsible enough now that I'm 14.
Good luck! Also, if your dad says yes you should get your ears pierced at Claire's. I did and it didn't really hurt and they explain what's going to happen.
