Loss of energy is not a chemical reaction. Hot tea becomes cold by just sitting and losing heat to the surroundings.

Gases -- steam is just water in the gas form -- can lose heat to the point that their molecules will attract strongly enough to condense into the liquid form.

Whether a substance is a gas or a liquid is caused by heat energy, which is a form of kinetic energy, causing molecules to move faster (more heat) or slower (less heat). If the molecules move fast enough the attractive forces from one molecule to another will not be great enough to hold them in the liquid form.
